New paper out: Distributional effects of transport policies on inequalities in access to opportunities

Abstract:
The evaluation of social impacts of transport policies has been attracting growing attention in recent years. Yet studies thus far have predominately focused on developed countries and overlooked whether equity assessment of transport projects is sensitive to the modifiable areal unit problem (MAUP). This paper investigates how investments in public transport can reshape socio-spatial inequalities in access to opportunities, and it examines how MAUP can influence the distributional effects of transport project evaluations. The study looks at Rio de Janeiro (Brazil) and the transformations carried out in the city in preparation for the 2014 World Cup and the 2016 Olympics, which involved substantial expansion in public transport infrastructure followed by cuts in service levels. The paper uses before-and-after comparison of Rio's transport network (2014-2017) and quasi-counterfactual analysis to examine how those policies affect access to schools and jobs for different income groups and whether the results are robust when the data is analyzed at different spatial scales and zoning schemes. Results show that subsequent cuts in service levels have offset the accessibility benefits of transport investments in a way that particularly penalizes the poor, and that those investments alone would still have generated larger accessibility gains for higher-income groups. These findings suggest that, contrary to Brazil’s official discourse of transport legacy, recent policies in Rio have exacerbated rather than reduced socio-spatial inequalities in access to opportunities. The study also shows that MAUP can influence the equity assessment of transport projects, suggesting that this issue should be addressed in future research.

Who pollutes and who gets exposed to road traffic-related air pollution in the UK

In 2003, Gordon Mitchell and Danny Dorling published "An environmental justice analysis of British air quality", a widely cited paper that became a key reference in the environmental justice literature. Now, 16 years latter, a new paper by Joanna Barnes (Twitter), Tim Chatterton (Twitter) and James Longhurst update the original study with new data and more in depth analysis on the social inequalities in traffic-related pollution exposure and emission.

Abstract:
This paper presents unique spatial analyses identifying substantial discrepancies in traffic-related emissions generation and exposure by socioeconomic and demographic groups. It demonstrates a compelling environmental and social injustice narrative with strong policy implications for the UK and beyond.
In the first instance, this research presents a decadal update for England and Wales to Mitchell and Dorling’s 2003 analysis of environmental justice in the UK. Using 2011 UK Government pollution and emissions data with 2011 UK Census socioeconomic and demographic data based on small area census geographies, this paper demonstrates a stronger relationship between age, poverty, road NOxemissions and exposure to NO2 concentrations. Areas with the highest proportions of under-fives and young adults, and poorer households, have the highest concentrations of traffic-related pollution.
In addition, exclusive access to UK annual vehicle safety inspection records (‘MOT’ tests) allowed annual private vehicle NOx emissions to be spatially attributed to registered keepers. Areal analysis against Census-based socioeconomic characteristics identified that households in the poorest areas emit the least NOxand PM, whilst the least poor areas emitted the highest, per km, vehicle emissions per household through having higher vehicle ownership, owning more diesel vehicles and driving further.
In conclusion, the analysis indicates that, despite more than a decade of air quality policy, environmental injustice of air pollution exposure has worsened. New evidence regarding the responsibility for generation of road traffic emissions provides a clear focus for policy development and targeted implementation.

Biographical note: ITF/OECD award


Hi all. I am so glad to share that I have been honored with the 2019 Young Researcher of the Year Award, by the International Transport Forum (ITF/OECD). As I've said many times, this award speaks volumes about the generous guidance and support I have received from supervisors and colleagues at both Oxford and Ipea to conduct my research. Special thanks to my incredibly  demanding  supportive supervisors Tim Schwanen and David Banister. Thanks!

This is the award-winning paper, where I investigate the future impacts that different scenarios of a major BRT in Rio de Janeiro could have on access to employment opportunities for different income groups. The study also shows that the the equity assessment of transport projects based on accessibility estimates using cumulative opportunity measures with a single time threshold (the most common practice adopted by academic studies and transport agencies) can lead to misleading or partial conclusions. The preprint of the study is available for download here (it includes a spatial regression analysis that didn't make it into the paper because or reviewer #2).

Thanks to the award, I'll be attending the 2019 International Transport Forum Summit in Leipzig next week. The team at ITF will be Twitting about the Summit. I'll be presenting the paper on May 23rd at  5:15pm (local time). Apparently, it will be webcasted on Facebook Live.

Biographical note: AAG PhD thesis award

I am very pleased to share that my PhD thesis was awarded the best 2019 thesis award by the Transportation Geography Specialty Group of the American Association of Geographers (AAG). I am also very honoured that I was nominated a board member of the specialty group. If it could be of interest, my thesis is available for download here and I've created a GitHub repository with the R code used in the data wrangling, mapping and analysis in the thesis. Some of the chapters in the dissertation have been published as papers here, here and here (+ this other one currently under review).

I am very grateful for the the support from my partner Fabiana, from the Institute for Applied Economic Research (Ipea) and to the invaluable guidance from my  demanding  tireless supervisors Tim Schwanen and David Banister

Racial inequity in who pollutes and who gets exposed to pollution

A recent paper led by Chris Tessum (University of Washington) and published in PNAS brings novel estimates of racial-ethnic disparities in air pollution cause and exposure in the US. They find that air pollution is disproportionately caused by consumption by white Americans, but disproportionately affects Black and Hispanic Americans. The air pollution input-output model used in the paper is freely available and there's an experimental live version of the model running, here. (thanks Marko Tainio for pointing to this paper)

Abstract
Fine particulate matter (PM2.5) air pollution exposure is the largest environmental health risk factor in the United States. Here, we link PM2.5 exposure to the human activities responsible for PM2.5 pollution. We use these results to explore “pollution inequity”: the difference between the environmental health damage caused by a racial–ethnic group and the damage that group experiences. We show that, in the United States, PM2.5 exposure is disproportionately caused by consumption of goods and services mainly by the non-Hispanic white majority, but disproportionately inhaled by black and Hispanic minorities. On average, non-Hispanic whites experience a “pollution advantage”: They experience ∼17% less air pollution exposure than is caused by their consumption. Blacks and Hispanics on average bear a “pollution burden” of 56% and 63% excess exposure, respectively, relative to the exposure caused by their consumption. The total disparity is caused as much by how much people consume as by how much pollution they breathe. Differences in the types of goods and services consumed by each group are less important. PM2.5 exposures declined ∼50% during 2002–2015 for all three racial–ethnic groups, but pollution inequity has remained high.

New paper out: Future accessibility impacts of transport policy scenarios: equity and sensitivity to travel time thresholds



I'm glad to share that the 3rd paper of my thesis is now published. The study (1) illustrates how one can measure the future accessibility impacts of transport project scenarios; (2) discusses how accessibility analyses can be influenced by the little-known issue of the modifiable temporal unit problem (MTUP); and (3) shows that equity assessments of transport policies based on cumulative opportunity metrics depend on the time threshold chosen for accessibility analysis. One thing in particular I like about this paper is that its findings demonstrate that the most common practice adopted by academic studies and transport agencies when evaluating the accessibility impacts of transportation projects can lead to misleading or partial conclusions if this methodological choice is made uncritically.

Abstract: 
The accessibility impacts of transport projects ex-post implementation are generally evaluated using cumulative opportunity measures based on a single travel time threshold. Fewer studies have explored how accessibility appraisal of transport plans can be used to evaluate policy scenarios and their impacts for different social groups or examined whether the results of project appraisals are sensitive to the time threshold of choice. This paper analyzes how different scenarios of full and partial implementation of the TransBrasil BRT project in Rio de Janeiro (Brazil) will likely impact the number of jobs accessible to the population of different income levels. The analysis is conducted under various travel time thresholds of 30, 60, 90 and 120 min to test whether the results are sensitive to the boundary effect of the modifiable temporal unit problem (MTUP). Compared to a partial operation scenario, the full implementation of TransBrasil that extends this corridor into the city center would lead to higher accessibility gains due to network effects of connecting this BRT to other transport modes. Nonetheless, the size of the accessibility impacts of the proposed BRT as well as its distribution across income classes would significantly change depending on the time threshold chosen for the accessibility analysis. Considering cut-off times of 30 or 60 min, both scenarios of TransBrasil would lead to higher accessibility impacts in general and particularly for low-income groups, moving Rio towards a more equitable transportation system. However, under longer thresholds of 90 and 120 min, an evaluation of this project would find much smaller accessibility gains more evenly distributed by income levels. The paper highlights how time threshold choice in cumulative opportunity measures can have important but overlooked implications for policy evaluation and it calls for further research on the MTUP in future transport and mobility studies.

Future access to essential services in a growing smart city

I'm glad to share that some colleagues at UBC (JeromeMartino and Nuttall) and I have a new paper published. In this paper we analyze how projected population change could affect future accessibility demand to education and healthcare services and transportation equity, looking at the case of Surrey in Canada. One thing in particular I like about this paper is that it looks at how transport accessibility is affected by changes in population growth and spatial distribution while most studies in the literature have traditionally looked at how accessibility levels change due to modifications in the transport network or in the spatial allocation of schools, healthcare facilities etc. The paper will remain open access for the next 50 days. Abstract:
The concept of accessibility – the ease with which people can reach places or opportunities –lies at the heart of what makes cities livable, workable and sustainable. As urban populations shift over time, predicting the changes to accessibility demand for certain services becomes crucial for responsible and ‘smart’ urban planning and infrastructure investment. In this study, we investigate how projected population change could affect accessibility to essential services in the City of Surrey, one of the fastest growing cities in Canada. Our objectives are two-fold: first, to quantify the additional pressure that Surrey's growing population will have on existing facilities; second, to investigate how changes in the spatial distribution of different age and income groups will impact accessibility equity across the city. We evaluated accessibility levels to healthcare facilities and schools across Surrey's multimodal transport network using origin-destination matrices, and combined this information with high-resolution longitudinal census data. Paying close attention to two vulnerable population groups – children and youth (0–19 years of age) and seniors (65+ years of age) – we analyzed shifts in accessibility demand from 2016 to 2022. The results show that population growth both within and outside the catchments of existing facilities will have varying implications for future accessibility demand in different areas of the city. By 2022, the city's hospitals and walk-in clinics will be accessible to ~9000 and ~124,000 more people (respectively) within a predefined threshold of 30 min by public transport. Schools will also face increased demand, as ~8000 additional children/youth in 2022 will move to areas with access to at least half of the city's schools. Conversely, over 27,000 more people – almost half of them seniors – will not be able to access a hospital in under 30 min by 2022. Since low-income and senior residents moving into poorly connected areas tend to be more reliant on public transport, accessibility equity may decline in some rural communities. Our study highlights how open-source data and code can be leveraged to conduct in-depth analysis of accessibility demand across a city, which is key for ensuring inclusive and ‘smart’ urban investment strategies.

New paper out: Transport legacy of mega-events and the redistribution of accessibility to urban destinations

Abstract:
Local governments increasingly justify the hosting of mega-events because of their legacy value, assuming that all local residents benefit from those events. Yet, little attention has been paid to the distributive question of who benefits from the transport legacy left by those events. This paper reflects on the delimitation of transport legacies and its social impacts in terms of how such developments can reshape urban accessibility to opportunities. It analyses the transformation in the transport system of Rio de Janeiro (Brazil) in preparation for the 2014 World Cup and the 2016 Olympic Games. That transformation involved substantial expansion in public transport infrastructure, followed by cuts in service levels and a reorganization of many bus lines to streamline the transport system. The paper examines whether those recent changes have increased the number of people from different income levels who could access Olympic sports venues and healthcare facilities by public transport within 15, 30, 60 and 90 min. The analysis uses a before-and-after comparison of Rio's transport network (2014–2017) and a quasi-counterfactual scenario to separate the effects of newly added infrastructure from the reorganization and cuts of transport services. The results show that the infrastructure expansion alone would have increased the number of people who could access the Olympic sports venues, but it would have only marginally improved people's access to healthcare facilities. Nonetheless, the findings indicate that the streamlined bus system have offset the benefits of infrastructure investments in a way that particularly penalizes the poor. The analysis of both the implemented changes to the public transport network and the counterfactual scenario show that the accessibility benefits from the recent cycle of investments and disinvestments in Rio generally accrued to middle- and higher-income groups, reinforcing existing patterns of urban inequality.

   Public transport policies play a key role in shaping the social and spatial structure of cities. These policies influence how easily people can access opportunities, including health and educational services and job positions. The accessibility impacts of transport policies thus have important implications for social inequalities and for the promotion of just and inclusive cities. However, in the transportation literature, there is still little theoretically informed understanding of justice and what it means in the context of transport policies. Moreover, few studies have moved beyond descriptive analyses of accessibility inequalities to evaluate how much those inequalities result from transport policies themselves. This is particularly true in cities from the global South, where accessibility and equity have so far remained marginal concerns in the policy realm. 
   This thesis builds on theories of distributive justice and examines how they can guide the evaluation of transport policies and plans. It points to pathways for rigorous assessment of the accessibility impacts of transport policies and it contributes to current discussions on transportation equity. A justice framework is developed to assess the distributional effects of transport policies. This framework is then applied to evaluate recent transport policies developed in Rio de Janeiro (Brazil) in preparation to host sports mega-events, such as the 2014 FIFA World Cup and the 2016 Olympic Games, which included substantial expansion of the rail and Bus Rapid Transit (BRT) infrastructure. This research presents ex-post analyses of the policies implemented between 2014 and 2017 and ex-ante analysis of an as yet unfinished BRT project. It evaluates how the planned transport legacy of those mega-events impacted accessibility to sports venues, healthcare facilities, public schools and job opportunities for different income groups. 
   The results show that there were overall accessibility benefits from the expansion in transport infrastructure between 2014 and 2017, but these were generally offset by the reduction in bus service levels that followed an economic crisis that hit the city after the Olympics. Quasi-counterfactual analysis suggests that, even if the city had not been hit by the economic crisis, recent transport investments related to mega-events would have led to higher accessibility gains for wealthier groups and increased inequalities in access to opportunities. Results suggest that those investments had, or would have had, greater impact on inequalities of access to jobs than in access to schools and healthcare facilities. The evaluation of the future accessibility impacts of the unfinished BRT corridor, nonetheless, indicates that such project could significantly improve access to job opportunities for a large share of Rio’s population, particularly lower-income groups. Spatial analysis techniques show that the magnitude and statistical significance of these results depend on the spatial scale and travel time threshold selected for cumulative opportunity accessibility analysis. These results demonstrate that the ad-hoc methodological choices of accessibility analysis commonly used in the academic and policy literature can change the conclusions of equity assessments of transportation projects.

On my way to Dar es Salaam

The blog has been quiet lately because I've been trying to finish my PhD thesis  I've been saying this for over a year now   but here are two quick updates. 

The 4th paper of my PhD has been accepted for publication in the Journal of Transport Geography \o/. You can read the pre-print of the study here.


The second update is that I will be in Dar es Salaam next week presenting this paper at a workshop organized by the Volvo Research and Education Foundation (VREF), who also kindly invited me to attend the Mobilize summit organized by ITDP.

I'm very excited to learn about some of the urban development challenges faced by African cities. This will also be a great opportunity to discuss how we can improve research methods to assess the equity impacts of transport policies on people's access to opportunities.

Ex-ante evaluation of the accessibility impacts of transport policy scenarios: equity assessment of BRT expansion

Some of the core findings of the paper mentioned in the abstract are illustrated in the figure below. The figure brings box plots that show the distribution of gains in job accessibility via public transport by income groups under partial and full operation scenarios of the TransBrasil BRT project in Rio de Janeiro. The results are shown separately given different choices of travel time thresholds in the accessibility analysis.

Transport legacy of mega-events and the redistribution of accessibility to urban destinations

The paper engages with the literature on mega-events and urban development to understand the particularities of transport planning in Rio de Janeiro, conducted for almost two decades under a context of mega-events planning. It is argued in the study that evaluations of the impacts of mega-events on urban infrastructure should take into account the distributional effects of the transport legacies created by those events, looking particularly at how such transport developments reshape social and spatial inequalities in access to opportunities.

My talk at Transforming Transportation 2018 and personal impressions on TRB


The two conferences have quite different audiences, though, and I had to adapt my presentation accordingly. While TRB is a typical academic conference, TT is more policy oriented and mostly attended by high-level practitioners. So it was a bit of a challenge to tailor the presentation for TT, particularly because I was only given about 8 minutes  and I was super nervous . I had to cut most of the important 'details' of the research methods and findings which I think make the original contribution of the paper.

If you have time, I would recommend watching the whole video and check the talk by Joanna Moody (MIT), who is the other Lee Schipper awardee of 2017 and who is conducting a very interesting research on 'car pride' in different countries. Here are a few personal impressions on the TRB conference:
  • The TRB annual meeting is perhaps the largest academic conference on transportation, with approx 15 thousand people. And I thought the annual conference of the American Association of Geographers (AAG) was big with 9k
  • As you can imagine, the most demanded sessions at TRB were on big data, sharing economy and smart cities and all possible combinations of these topics. I am sure there must have been a session on the potentials of big data to inform the mobility sharing economy and create smarter cities
  • There were a few dozens of studies on transportation equity, multimodal accessibility analysis, socio-spatial inequalities and segregation using all sorts of data sources such as GTFS, GPS, mobile phones, social media etc. A lot of work is now being conducted in R as well. Only few studies, though, would do a good job at combing robust methods/data to a more theoretically grounded view of accessibility measures and transportation equity, including a more critical understanding of these issues.

It was a humbling experience to attend TRB and one of the takeaway lessons I took with me is this. 
  1. The academic environment is getting more competitive, with many more good scholars taking advantage of the richer data sources available out there and conducting super interesting research using cutting edge methods and open source software. The frontier is moving quickly.
  2.  Beyond the increasing challenge of getting published, it is getting harder to stand out from the crowd and write studies that will be read/cited for having a real impact within the academic community. It is easier nowadays to write good papers. It is becoming harder, however, to give an original contribution.
  3. The bright side of this story, though, it that on the technical side it is getting relatively easier to use the state of art methods/data from academic research to tackle 'real' problems, improve public policies etc  on the political and governance side things are crazier than ever, though

On my way to Washington DC

I'm flying to DC in the next few days. Thanks to the Lee Schipper Memorial Scholarship I was awarded in 2017, I am going to present part of my doctoral research at both the TRB annual meeting and Transforming Transportation. In both occasions, I will be presenting an in-progress version of the 3rd paper of my thesis, which you can read below. Abstract:
The evaluation of the social impacts of transport policies is attracting growing attention in recent years. Yet, this literature is still predominately focused on developed countries. The goal of this research is to investigate how investments in public transport networks can reshape social and geographical inequalities in access to opportunities in a developing country, using the city of Rio de Janeiro (Brazil) as a case study. Recent mega-events, including the 2014 Football World Cup and the 2016 Olympic Games, have triggered substantial investment in the city’s transport system. More recently, though, bus services in Rio have been rationalized and reduced as a response to a fiscal crisis and a drop in passenger demand, giving a unique opportunity to look at the distributional effects this cycle of investment and disinvestment have had on peoples’ access to educational and employment opportunities. Based on a before-and-after comparison of Rio’s public transport network, this study uses a spatial regression model and cluster analysis to estimate how accessibility gains vary across different income groups and areas of the city between April 2014 and March 2017. The results show that recent cuts in service levels have offset the potential benefits of newly added public transport infrastructure in Rio. Average access by public transport to jobs and public high-schools decreased approximately 4% and 6% in the period, respectively. Nonetheless, wealthier areas had on average small but statistically significant higher gains in access to schools and job opportunities than poorer areas. These findings suggest that, contrary to the official discourses of transport legacy, recent transport policies in Rio have exacerbated rather than reduced socio-spatial inequalities in access to opportunities.
